General Mortal Creation

  1. Willpower will be no higher than 4 at creation [Except Police, Mafia, and Gangs]
  2. Appearance higher than 3 will require a background and justification, as well as make sense conceptually. That means that generally speaking the carpenter will not have an appearance of 4 or higher, but your famous singer or model might. Again, backgrounds matter, and appearances above 3 are going to be watched carefully.
  3. Fame should be no higher than 3 at creation, and will require a background justifying what they are famous for specifically.
  4. You may not start with over 4 total points of influence, and no more that 2 points of influence in a single area.
  5. You may not have more than 6 total points in combat abilities at creation. That means Dodge, Brawl, Melee, and Firearms. This rule is slightly variable, in that with a background justifying why a character might have more than 6 dots in combat abilities, the ST is given the freedom to bend these rules to allow 1 additional dot.
  6. You may have one (1) four in attributes, purchased with freebies.
  7. You may have one (1) four in abilities, purchased with freebies.
  8. PC owned businesses are highly restricted. We just want to see these businesses doing something, not just providing resources for a character without ever actively creating role play from their business. Business owners who promote their business, take on PC employees and invest time into them may be awarded up to 2 additional experience a week for their effort and betterment of the game.   9. Resources will be highly restricted and granted based on the context which you have gained them and the age of your PC. "Daddy gives me money" will not be an acceptable explanation for many PCs.
  10. We will accept merits and flaws from most of the venue books, so long as they contextually apply to mortals. Whether or not they apply is the sanctioning ST's decision, but it's fairly cut and dry; "Primogen" or "Conspicuous Consumption" aren't appropriate, whereas "Natural Runner" or "Hollow Leg" are.

We, the mortal team, reserve the right to deny character concepts and to not sanction your PC. This doesn't mean that we're not going to sanction your character, it just means that we'd be happier to see that you've put serious thought and effort into making your character's concept and sheet match, and into having an original, fleshed-out character. We're all very nice and understanding and will work with you if you need it.
